e REQUEST FOR ADDITIONAL INFORMATION l

1. In your request for amendm a t to Technical Specification 3.6.e you state that any gas will be acceptable as a cover gas in the sweep system.

Please list the specific gases for which you seek approval. Please discuss the chemical interaction between the proposed cover gases and the heavy water. Please discuss the radiological effects of activation of the proposed cover gases. Will the proposed gases affect the operation and performance of the recombiner system? Will the proposed gases affect the ability to confirm the Technical Specifications requirement that the D concentration in the cover gas sweep system is less than 2% by volume?

2. American National ftandard ANSI /ANS-15.1-1982, "The Development of Technical Specifications for Research Reactors" (ANS-15.1) is used by the NRC in the evaluation of research reactor Technical Specifications.

Section 6.1 of ANS-15.1 states that the review and audit function of the organization should report directly to level 1 management. In your proposed organization, the review and audit function reports to level 2 management. Please justify this departure from ANS-15.1.

3. You state that the President of the Georgia Institute of Technology conducted an evaluation that determined that reorganization of the Georgia Tech Research Reactor will contribute directly to better nuclear safeguards conditions and more effective program management. Please provide the bases for the conclusions reached in this study.
4. Please provide a resume for the new Chairman of the Nuclear Safeguards Comittee and Radiation Safety Officer, Dr. Bernd Kahn.
5. What authority and responsibility does the Radiation Safety Officer have over the operation of the Nealy Nuclear Research Center?

What is the' minimum number of members that will be appointed to the 6.

Nuclear Safeguards Comittee? Please see Section 6.2.1 of ANS-15.1 and state this number in the Technical Specifications.

7. Section 6.2.2(2) of ANS-15.1 states that the operating staff members on a Nuclear Safeguards Comittee should not constitute a majority of a quorum.

Please state in the technical specifications the limitations placed on the i participation of the operating staff in a quorum. l

8. Section 6.2.3 and 6.2.4 of ANS-15.1 outline the review and audit functions desired in a Nuclear Safeguards Comittee. Please justify the missing functions of your comittee in view of ANS-15.1.

9. 10 CFR 70.303 states the requirements for disposal of radioactive materials by release into sanitary sewerage systems. Please explain how you intend to meet 10 CFR 20.303(b)(1) which limits the daily average concentration of licensed materials that can be re M sed. Your proposed Technical Specification 3.5.a.5 could result in a release in two parts that exceeds 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> in duration.
