(NRC INSPECTION-REPORT NO. 50-160/87-01)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted

by A. R. Long on February 9-23, 1987. The inspection included a review of

activities authorized for your Georgia Tech Research Reactor facility. .At the

,

conclusion of the inspection, the findings were discussed with those members of

'

your staff identified in the enclosed inspection report.

l Areas examined during the inspection are identified in the report. Within

.

-

these-areas, the _ inspection consisted of selective examinations of procedures

! and . representative records, interviews with . personnel, and observation of

activities in progress.

!

l' The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violations, references to pertinent requirements, and

i elements to be included in your response are described in the enclosed Notice

of Violation.

In addition to the need for corrective action regarding the specific matters

identified in - the enclosed Notice of Violation, we are concerned about a

programmatic weakness in implementation of Technical Specification require-

ments. Areas of concern include providing adequate procedures, following

procedures, and keeping adequate records to document compliance. The level of

internal reviews and audits, required by Technical Specifications, does not

appear adequate to assure compliance with license requirements. Consequently,

. your response to the enclosed violations should describe those particular

actions taken or planned to improve the effectiveness of your program in these

areas.

! As detailed in the inspection report, certain corrective action consnitments

described in your letter to Mr. R. D. Walker, NRC dated September 9,1985 and

in his response of October 7,1985, were not performed. These failures to

implement -corrective action commitments to the NRC contributed to several

violations identified in this inspection. In addition, several violations

described in the enclosed Notice are similar to previous violations, indicating

that the corrective actions which were taken did not adequately address the

root causes of the problems. Please address these NRC concerns in your

response to the enclosed Notice of Violation.

At the conclusion of the inspection, three items remained unresolved. These

unresolved items reflect. the programmatic concern previously mentioned, and

will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
