Dear Ms. Blockey-O'Brien:

This letter is in response to your letter of August 27,1998, on concerns related to the Georgia Institute of Technology and other matters.

Regarding the concerns you raised on radioactive material, food irradiation, and medical use, the State of Georgia has regulatory oversight responsibility. The State of Georgia is an Agreement State (i.e., NRC has relinginshed the authority to the state for the regulation of certain byproduct material activities). Because the NRC does not have jurisdiction over l the activities in the State of Georgia that are discussed in your concerns, we are referring your concerns to the State of Georgia for appropriate action. Therefore, this letter and your cover letter are being forwarded to Thomas Hill, Manager, Radioactive Material Program, Environmental Protection Division, Georgia Department of Natural Resources, 4244 International Drive, Atlanta, Georgia 30354, telephone number (404) 362-2675.

Regarding the Georgia Tech Research Reactor decontamination, the Georgia Institute of Technology has submitted a decommissioning plan by letter dated July 1,1998. This plan specifies that applicable portions of the facility will be decontaminated to meet unrestricted release i riteria limits. That is, the Georgia Institute of Technology plans to remove i radioactive materials from the research reactor facility to below NRC release criteria, so ;y that the NRC license can be terminated. This decommissioning plan is currently under f

review by the NRC staff. We will conduct this review according to the regulations to provide acceptable assurance for the protection of the health and safety of the public, workers and the environment. '

All other matters that you have raised were addressed in Director's Decisions dated July 31,1995 and June 27,1997, on your 10 CFR 2.206 Petition, in the Atomic Safety and Licensing Board Hearing, in our previous letters to you, or are not related to NRC regulated actitives.
