Briefly, the three items identified and discussed were with respect to T-drains on Limitorque motor operators, EQ procedures, and Rockbestos cable.

i j We have verified that the only two Limitorque motor operators with l T-drains installed on top of the motor housings were those identified by l the inspectors. The T-drains were replaced with plugs prior to start-up, as agreed during the exit meeting; therefore, this item has been resolved.

The inspection team requested an update of the status of implementation of our EQ Program procedures. As discussed with the inspectors, all procedures necessary for control of our EQ Program prior to start-up were approved, in place, and ready for use at the time of the inspection.

The inspection team expressed two concerns regarding Rockbestos cables.

The first concern questioned the applicability of the Rockbestos Firewall

III test specimens identified in Sandia Test Report 81-2027 to the Firewall III cable installed at Rancho Seco. Subsequent to the inspection, we obtained additional engineering data from the Rockbestos i Company on activation energies, aging test, and electrical and mechanical  ;

properties of the tested and installed Firewall III cables. This '

additional data has been evaluated and included in a revision to our qualification documentation file. Our evaluation, as supplemented with this additional information, confirms that the specimens tested by Sandia 7 are representative of the installed cable and supports our conclusion that the Firewall III cable installed at Rancho Seco is qualified.

Thompson Jr. June 28, 1985 The second concern questioned our use of a Rockbestos test report as the basis for qualification of Firewall SR cable since generic problems with Rockbestos quality assurance controls on cable testing were identified in IE Information Notice 84-44. We have subsequently revised our qualification documentation file to include an evaluation of two Franklin Test Reports. Both Franklin reports are applicable to the installed Firewall SR cable, and the results of both reports substantiate the results of the Rockbestos report. Therefore, the results reported by Rockbestos provide a valid basis for qualification of Rockbestos Firewall SR cable installed at Rancho Seco.

The District believes the additional evaluations discussed above, and documented prior to plant start-up in a revision to our Rockbestos cable qualification file, demonstrate qualification of both Firewall III and Firewall SR cables to the requirements of the DOR Cuidelines. The supplemental analyses in the revised qualification documentation file follows the suggested methodology outlined in IE Notice 84-44.
