Dear Chairman Schlesinger:

It has recently been called to my attention that the Georgia Power Company intends to seek a license from the United States Atomic Energy Comission to build a nuclear electric generating station with an ultimate installed capacity of two million kilov;atts at Hancock Landing on the Savannah River in Burke County, Georgia.

The Georgia Electric Membership Corporation is the statewide service organization of REA financed electric cooperative in Georgia. Approximately one and one half million people throughout the rural areas of Georgia receive central station electric service from 41 of these consumer-cwned rural electric distribution cooperatives.

The rural electric cooperatives of Georgia own no generation or bulk power transmission facilities whatever, and are, therefore, wholly dependent on purchased power to meet their wholesale energy requirements. Except for one cooperative in northern Georgia which derives its entire wholesale power supply from the Tennessee Valley Authority and one system in the southern part of the State which purchase a block of power from Florida Powe,r & 1.ight Camp .. . h~

AM i w. = _ -_.we.us Georgia's rural electric cooperatives depend exclusively upon the Georgia Power Company system for wholesale energy.

The Georgia Power Company does wheel a block of hydroelectric power from Federal dams in Georgia to electric cooperative load centers, but such wheeling is provided coly on condition that the cooperative purchase from the company all additional power required by the cooperative beyond that available from the Federal dams. The power so wheeled by the Georgia Power Company from Federal hydroelectric dams constitute approximately one-fif th to one-seventh of the total wholesale requirements of the cooperatives so served.

It is the fdeling of many of our people in Georgia that this situation in which the Georgia Power Company provides wheeling service, on condition that all wholesale power required beyond that which can be supplied by the Federal dams be purchased from the Company, may well constitute a situation that is contrary to the anti-trust

_ laws of the United States; in their letter intent or policy.

I, therefore, respectfully request tLat I be notified at sucn ucie as an cpplication for authorization to construct and/or operate the above mentioned nuclear power plant is' filed by the George Power Cocpnay so that, as the representative of the aforementioned electric cooperativs of Georgia, I may have the opportunity of appearing and being heard on this matter.
