Add new dose-aosessment program called V0GTLERAD I which is a Vogtle specific versics of the NRC MES0 RAD. Delete manual method and use VIBRANT as backup.

Reason: MES0 RAD is a more current dose projection code than VIBRANT which is based on IRDAM. The manual method is much too conservative and may grossly. overestimate off-site dose causing unnecessary concern and alarm.

There are numerous computers in the control building and TSC available to run either V0GTLERAD I or VIBRANT and therefore the manual method is not needed. The power to the 110V AC outlets in the TSC which power the dose assessment computer are provided back-up power from the Security Diesel.

Delete " respirators" Reason: Field monitoring teams will not be exposed to high levels of particulate air borne contamination for I

long periods of time, and therefore do not need to wear respirators. They will have KI available if needed. It is also unsafe, due to the restricted vision, to drive a vehicle while wearing a respirator.

Reason: HP supervisor may authorize-exposure up to 10CFR20. Only the emergency director can authorize in excess of 10CFR20 limits for special cases.
