Vogtle Project Fitness For Duty Program The data generated under the. fitness For Duty program from January, 1990 through June,1990 has been reviewed and analyzed and no weaknesses have-been identified.

The; random pool contains not only those badged for unescorted access, but also those employees who may, in an emergency coniitton, be called upon.to work,at the site and may require unescorted access. Contractors without approved programs are included in the test pool while onsite. Contractors with approved programs have their own testing pool. and their iesults are included in_the data. Testing is performed on a nominal weukiy basis at ai rate which will equal 100% of the total population.

In summarizing management actions associated with the Fitness For Duty program, it should be emphasized that the incidence of confirmed positive tests has been extremely low. Consequently, management actions relative to determination of fitness for duty have been limited to the few confirred positive test results identified by the program on regular full-t'me employees. Contractor employees screened.as positive are denied.

Management actions during the reporting period involved three personnel, one of which was a licer.ed operator. This incident was reported, via red-phone, to the NRC. This employees' access was suspended and he was referred to the Employee Assistance Program (EAP). At the present time, this employee is still off work in rehabilitation. One employee, who tested positive for' drugs on a random test was suspended for fourteen days and referred to the EAP. . Since this time, this employee has resigned.

The -long term contractor.who tested positive for' drugs on a random test was not badged for unescorted access. This contractor employee resigned.
