V0GTLE ELECTRIC GENERATING PLANT- l DETAILED CONTROL ROOM DESIGN REVIEW' In letter ELV-0503 dated May 9,1989, Georgia Power Company indicated that HED-ll14 would be resolved by' replacing- the existing. system monitor lights for each train of.the Component Cooling Water (CCW). and: Nuclear Service Cooling; Water _(NSCW) systems with a single. light per train. While; preparing the design. .

change package, it became clear that the operational: status of all CCW. and NSCW pumps was-necessary and HED-ll14 has been modified as discussed below. j The current operating practice is to use the spare pumps'of: the CCW and NSCW- I systems for normal operating equipment rotation. When thel installed spare pumps j are operating, the receipt.of a. safety, injection signal would cause all three pumps to.run which creates excessive flow through the system heat exchanger. If-the previous HED had been implemented, the existing three: lights per train -(one . ,

per pump) would have been reduced to'one-light per' train ~. The fact'that three- 1 pumps were running on one train of the CCW or NSCW: Systems would.not have been 1 readily apparent, causing the excessive flow to go undetected until much later -

-l in the accident scenario. Colored monitor light covers'-(amber):have been. ,

installed for the spare pumps which makest it readilyLapptrent tof the operator if the installed spare and the other two' pumps are running. - We believe' that- the.

use of the amber monitor light. cover to indicate the status' of the installed  ;

spare pump .is superior to using only one. light to-indicate'the status of all three pumps. This makes it easy to identify the, installed. spare pump status: and ^!

the emergency procedure response has been revised'to verify the-third pump is ,
