" changes have been reviewed and determined that the changes may decrease the effectiveness of the Plan. -Therefore, in accordance with 10 CFR 50.54(q), this' revision-will- not-be implemented until reviewed and approved- by the HRC.

ENCLOSURE 1 V0GTLE ELECTRIC GENERATING PLANT EMERGENCY PLAN PROPOSED REVISION 13 DESCRIPTION AND JUST1FICATION OF CHANGES Georgia Power Company has reviewed the changes proposed to be incorporated by Revision 13 and has determined that the changes may decrease the effectiveness of the Plan and, as required by 10 CFR 50.54(q), must be reviewed and approved by the NRC prior to implementation. Details of the individual changes are

provided below.

Section B - Onsite Emergency Organization Page B-1/Section B.2 Emergency Organization Table B-1/ Sheet 1 and 2 of 2 Change - Augmentation in "60" min to "75" min.

Justification for changing the Augmentation time from 60 minutes to 75 minutes.

The Vogtle Electric Generating Plant (VEGP) is located in a rural area of Eastern Georgia. The closest urban area is Waynesboro, Georgia, a town of about 6,000 population located about 25 minutes driving time from the site. The city of Augusta and surrounding area with a population of about 200,000 people is

-located about 50 minutes driving time from the plant site. Most of the employees at VEGP have chosen to live in the Augusta area and therefore, on the average, have a driving time of about 50 minutes to the site.

Although it is possible for someone with a 50 minute driving time to reach the site 60 minutes after notification, it is not assured. -Because VEGP is so isolated (which is good from a emergency planning perspective), the NUREG-0654, Table B-1 minimum staff requirement for 30 minute augmentation is included in the on-shift requirement in the VEGP Emergency Plan, . This assures.a staffing of 20 people without any uncertainty associated with augmentation.

The suggested change from 60 to 75 minutes augmentation time will not seriously degrade the capability to protect the public health and safety as there are adequate numbers of qualified personnel on shift to perform the immediate functions required. In addition, although it is not assured that augmentation

- will' be possible in less than 75 minutet, it is very probable that there will be a significant augmentation within 60 minutes from personnel who live closer than the average employee.

i'< VEGP has a state-of-the-art computer controlled automatic dialing machine capable of placing 12 calls simultaneously. This system and a pager system are used to notify personnel on the 75 minute augmentation list. In addition, personnel who live closest to the site are preferentially placed on the 75 minute augmentation-list.

i In summary, because of its remote location, VEGP needs relief from the requirement to augment the on-shift staff with personnel from Table B-1, "60 minutes" column. . The minimum on-shift staff of 20 personnel, without augmentation, as presently required is adequate to safeguard the public health and safety for the additional 15 minutes needed to fully augment the staff.

Other measures such as the automatic dialer and selection of augmentation staff by distance from the site will assure that many of the augmentation staff will l

be available on site well in advance of the 75 minute maximum time.

H.1 Emergency Facilities

4. Backup EOF Change - Total time required to complete the transfer from "45" minutes to "60" minutes.

Justification for changing the transfer time from 45 minutes to 60 minutes.  ;

.The backup E0F is located in the Georgia Power Company district office in Waynesboro, Georgia. The approximate transit time is 25 minutes.

Additionally, personnel must remove records and some equipment, i.e.,

such as plug-in-phones and instruments. Upon arrival, personnel must activate the backup E0F, which includes equipment testing. The 60 minutes reflects a more realistic time for the transfer of personnel and equipment to the backup location.

H.3 Activation and Staffing of Emergency Facilities Change- TSC will be activated and fully operational within "about one hour" to about "1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />" of the initial notification.
