The exercise.will involve evaluated participation by the state and cm.ty agencies of South Carolina. The exercise scope and objectives are described in the enclosure.

To assure that the health and safety of the general public is protected in  !

the event of an accident at the Vogtle Electric Generating Plant (VEGP),

the Georgia Power Company (GPC) conducts annual emergency preparedness  ;

exercises. Emergency responses are evaluated by the Nuclear Requlatory -!

Commission (NRC) and the rederal Emergency Management Agency (F:MA).

The 1990 exercise at the VEGP involves mobilization of GPC personnel and resources in response to simulated accident conditions. Exercise

" participants" will not have any prior knowledge of the accident conditions to be simulated, including the operational sequences, radiological -

releases, and weather conditions. Onsite facilities will be activated in accordance with appropriate emergency response procedures. Due to the .i coinpressed timeline, some portions of the GPC emergency organization may be prepositioned. The state of South Carolina and the counties of Aiken, Allendale, Barnwell, and Burke County, Georgia, will participate fully. ,

The state of Georgia will partially participate in support of Burke County.

A radiological medical emergency, semi-annual health physics, and an annual communication drill will be integrated into the scenario. The medical emergency will test the ability of the designated hospital' and emergency ,

medical services to handle a contaminated injured patient.

The purpose of the exercise is to demonstrate that the GPC staff, in coordination with offsite agencies, can perform assigned responsibilities in accordance with the YEGP Emergency Preparedness Plans and Procedures.

QBJECTIVES FOR 1990 GRADED EXERCISE i

The Vogtle Electric Generating Plant (VEGP) emergency preparedness exercise -

objectives are based on Nuclear Regulatory Commission (NRC) requirements provided in 10CFR50.47,

" Emergency Planning and Preparedness for Production and Utilization .

Facilities." Additional guidance provided in NUREG-0654, FEMA-REP-1, Revi- i sion 1, " Criteria for Preparation and Evaluation of Radiological Emergency ;

Response Plans" was utilized in developing the objectives.

A. Ms.ident Assessment and Classification ,

1. Demonstrate the ability to identify initiating conditions, determine emergency action level (EAL) )arameters, and correctly classify the emergency througiout the exercise.
2. Demonstrate the ability to provide core damage assessments. I B. Notification
3. Demonstrate the ability to alert, notify, and mobilize site emergency response personnel.
4. Demonstrate the_ ability to expeditiously notify state, local, and federal authorities.
5. Demonstrate the ability to warn or advise onsite individuals of emergency conditions.

C. Emeraency Response

6. Demonstrate the ability to make proper decisions and to I coordinate emergency activities.
7. Demonstrate the ability to transfer emergency direction from Control Room (simulator) to the Technical Support Center (TSC), and from the TSC to the Emergency Operations facility (EOF) in a timely manner.
8. Demonstrate the ability to perform assembly and accountability.
9. Demonstrate the ability to communicate with, and obtain assistance from, appropriate offsite support organizations.

D. Emeraency Response Facilities

10. Demonstrate timely activation of the TSC, Operations Support Center (OSC), and EOF.
11. Demonstrate the adequacy of equipment, security provisions, and habitability precautions for the TSC, OSC, EOF, and Emergency News Center (ENC).
