The VEGP emergency operating procedures Pr (E0Ps) do'contain procedures based on the 1 ERG ES-3.1,. Post-SGTR Cooldown Using' . Backfill and ES-3.3, Post-SGTR Cooldown :i Using Steam Dump. The ES-3.1 procedure. ~j which is-based.on the guideline 1 provides- -J lL the operators.with: adequate. instructions j to. recover from a steam generator tube 1 , , rupture event.. This satisfies the 1 original:NRC concern-for~having a i procedure-to eliminate or minimize

releases following' recovery' from a steam g generator tube rupture accident.. An' equivalent to the ERG,ES-3.2 guideline is j not necessary and therefore, no 10 CFR; R 50.59 safety evaluation is required.
