Gentlemen:

In accordance with the requirements of -Technical Specification 4.0.5 concerning surveillance requirecents, Georgia Power Company (GPC) submits for NRC review. and . approval, ten copies of Revision 5 of the Vogtle Electric Generating Plant, Unit 1 (VEGP-1) Inservice Testing (IST) Program,-

ISI-P-008. The' IST Program currently in effect was written-eto the requirements- of the 1983 Edition of the ASME Boiler-and Pressure Vessel Code, Section XI, with Addenda through Summer 1983 where practical.

Certain! of the changes in Revision 5 to the IST Program do not require prior' NRC review and approval since we believe they'are covered in NRC Generic Letter 89-04, " Guidance On Developing Acceptable Inservice Testing Programs," dated April 3, 1989. Examples of some of the changes covered.by

the Generic Letter are discussed below. The enclosed documents supersede portions - of the original IST program document previously submitted to the

-NRC. A summary of the changes resulting from Revision 5 is enclosed.

The enclosed changes to the VEGP-1 IST Program have been reviewed against NRC Generic Letter 89-04.' With the exception of Relief Request PR-5, we believe that each of the enclosed changes is covered by the guidance in the

Generic Letter and, as a result, do not require prior NRC approval. Some of these changes include editorial changes and revisions to the valve test list and/or drawings to reflect plant- design changes. However, Relief Request PR-5 requires NRC review and approval since the technical areas addressed in that relief request do not appear to be covered by the Generic Letter- That particular relief request pertains to pump testing and concerns the vibration monitoring instrumentation for ASME Code Class 2 and 3 pumps. Specifically, relief is tequested from IWP-4120 of ASME Section XI which limits instrument ranges. Relief Request PR-5 would allow the use of a portable,- autoscaling digital vibration monitor for obtaining pump vibration measurements. The subject instrument provides significantly higher accuracy than an analog meter which is read visually and is subject to human error and parallax. The accuracy of the instrument is 5% of the actual vibration amplitude displayed.

-Georgia- Power Company- has determined that co;1formance with certain requirements 1 of- the ASME Code,Section XI, is -impractical and, in accordance with 10 CFR 50.55a (g)(5)(iii), hereby notifies the NRC of

- that determination. The NRC is requested to review and grant approval of ti Relief Request PR-5 in accordance with 10 CFR 50.55a (g)(6)(i). Approval ofE Relief Request PR-5 and the enclosed . relief requests and other program changes which we believe are covered by Generic Letter 89-04 does not affect public health and safety. Approval of Relief Request PR-5 is requested by November 1, 1990.

l Any ' future changes to the IST Program not requiring prior NRC- review'and approval, i.e., changes which are covered by Generic Letter 89-04, will not be-. submitted to the NRC unless directed otherwise. Any such changes will be made available at the plant site for review. Revision 5 changes that we "

. submittal for the sake of completeness only.
