Report (SEP) issue at Big Rock Point. Plant Review Committee review of the report has raised some concerns regarding our understanding of the agreements reached during NRC review of this issue that appear to have resulted in an l I

inaccurate statement in the Safety Evaluation Report.

Item 4.(5) of the Safety Evaluation Report states "CPC is modifying the Big Rock Point Plant operating procedures to require plant cooldown or shutdown, and manning the alternate shutdown building if grid disturbances occur, a tornado warning is broadcast for the area, or a tornado is sighted in the area." A literal reading of this item could be conse. rued to mean the plant would be shut down in the event a tornado warning is broadcast for the general I area surrounding the Big Rock Plant. It also could be construed that our procedure on severe weather is being modified to include this plant shutdown.

This is not the case as shown in the attached Table of Guidelines from the procedure. The severe weather procedures were modified at the time of our February 13, 1987 Winds and Tornado Analysis submittal to require the Alternate Shutdown Building be manned for certain severe weather phenomena such as high winds or a tornado warning. Plant snutdown would only occur if l conditions further degraded (such as a tornado is approaching or sighted in the immediate vicinity of the plant). During NRC staff review of this issue, a telephone conference call with the NRC reviewers found the guidance to man the Alternate Shutdown Building when a tornado warning is broadcast for the general area and to begin a plant shutdown when a tornado is approaching or f0\
