CONTINUED USE OF-NUCOM HAFNIUM CONTROL BLADES SAFETY EVALUATION CORRECTION By letter dated April 28, 1988, Consumers Power Company submitted a continuing Control Blade Surveillance Program for NRC approval. NRC letter dated May 17, 1988 approved the Surveillance Program and provided a safety evaluation. Our review of the NRC safety evaluation identified an erroneous statement in the evaluation. ihis submittal is to document the error and to request that the safety evaluation be corrected to eliminate future misinterpretations.

Paragraph 2.2 of the safety evaluation contair.s the statement "The control blades are also weighed to identify possible corrosion or dimensional changes".

Weighing of control blades was not intended to be included as an item in our surveillance program as submicted by our April 28, 1988 letter. The discussion on control blade weight was provided to address a previous concern of the reviewer of Amendment 88 which authorized use of the Hafnium control blades.

Through discussions with our NRC Project Manager it has been determined that weighing of control blades was reviewed as part of the surveillance program because our submittal was not totally clear. In our submittal major topical headings were underlined and other topical headings were not underlined.

Because the topical heading for the control blade wcight discussion was presented after the continued surveillance program, the reviewer assumed the weight discussion was also part cf the surveillance program. This was not intended to be the case. Deletion of the above referenced statement will prevent future misinterpretations of what is specifically intended to be elements of the Control Blade Surveillance Program.
