Information provided on March 2, 1977 to Mr. James F. Donahue, Chief Security and Investigative Section, Safeguards Branch, Region III, U.S. Nuclear Regulatory Commission

Dear Mr. Keppler:

Information was provided to Commonwealth Edison Company by James E. McKay, a guard employed by Pinkerton's, Inc., at Quad-cities Nuclear Power Station, which indicated the existence of security and safety related irregularities at the station.

Mr. McKay initially provided information by telephone on February 21 and 24 and he was interviewed at s home, A written summary of the specific items mentioned by Mr. McKay was provided to Mr. James F. Donahue, Region III, U.S. Nuclear Regulatory Commission, on March 2, 19777 and Mr. Nick Jackiw, Principal Inspector, Reactor Operations Branch, was informed of Mr. McKay's allegations by the Station Superintendent.

Mr. Donahue requested a report of our investigation into Mr. McKay's allegations be provided on March 14, 1977. A copy of the report of our findings is enclosed. An interim report of the status of a related - investigation being conducted by Pinkerton's, Inc., will be provided by March 28, 1977.

, Mr. James G. Keppler March 10, 1977 Our findings indicate that Mr. McKay was concerned about occurrences at the station because he was not generally informed of actions being taken. The ongoing investigation by Pinkerton's, Inc., includes close observation of all members of the station guard force, including Mr. McKay, to determine the existence of unusual behavior or illegal or improper activity.

Mr. McKay has requested that he not be identified as the individual providing information concerning activities at Quad-Cities Nuclear Power Station to persons,other than upper level Commonwealth Edison Company and Pinkerton's, Inc.,

management and officials of the U.S. Nuclear Regulatory Commission.

Mr. McKay is not aware of the extent of the investigation by Pinkerton 's , Inc. ,

This letter and enclosure address a subject matter exempt from disclosure according to Section 2.790 of the Nuclear Regulatory Commission " Rules of Practice", Part 2, Title 10, code of Federal Regulations. Consequently, this letter and enclosure should not be placed in the public document room.
