Security Plan Revision In accordance with 10 CFR 50.4(b)(4), attached is the original and three (3) copies of Revision 45 of the Commonwealth Edison (Comed) Company Quad Cities Nuclear Power Station Security Plan.
This revision includes the following changes:
Access Authorization lists shall be maintained by the Station Security Administrator or designee, and will be updated at least every 31 days and re-approved at least quarterly. These changes reflect the current requirements of 10 CFR 73.
Elimination of the requirement for an annual change-out of Vital and Protected Area keys and locks. This change reflects the current requirements of 10 CFR 73.
As required by 10 CFR 50.54(p)(2), we have concluded that these changes do not decrease the safeguards effectiveness of the Security Plan. The revision to the Security Plan was implemented on April 6,1999; therefore, this description of the changes is required to be submitted to the NRC by June 7,1999.
These Attachments contain Safeguards Information that must be protected from public disclosure as required by 10 CFR 73.21.
