Relief Requests for Revision 5 of the Third Ten Year Interval Inservice Testing Program for Pumps and Valves

Reference:

Letter from J. P. Dimmette, Jr. (Comed), SVP 98-134, to USNRC, dated April 9,1998, " Relief Requests for Revision 5 of the Third Ten Year Interval inservice Testing Program for Pumps and Valves" In the referenced letter, Commonwealth Edison (Comed) Company requested relief from certain requirements of the American Society of Mechanical Engineers (ASME) 4 Section XI Code requirements regarding in-Service Testing (IST). These relief requests, titled RV-02B and RV-03B, were generated as a result of an independent IST program assessment initiated in February 1998.

Since the transmittal of these two relief requests, we have continued efforts to improve our IST program at Quad Cities Nuclear Power Station, Units 1 and 2. As part of this effort, we have completed a technical re-evaluation of RV-02B (feedwater check valve testing) and RV-03B (control rod drive hydraulic control unit rupture disk testing).

Based on a review of industry practices, as well as input from industry ASME Code experts, we have determined that IST relief requests RV-02B and RV-03B are not required. Our current testing practices are consistent with industry practices for these components and are in compliance with ASME Code requirements. Accordingly, Comed is withdrawing IST relief requests RV-02B and RV-038.
