Letter from R. M. Krich (Comed) to USNRC, " Change to a Commitment in an NRC Approved Technical Specification Change Request," dated November 25,1998.

The purpose of this letter is to notify the NRC of a change to the Bases for Technical Specifications (TS) Section 3/4.5, " Emergency Core Cooling Systems." In the referenced letter, Commonwealth Edison (Comed) Company provided the NRC with a change in commitment regarding the implementation of Footnote (c) of TS Section 3/4.5.A, " Emergency Core Cooling System - Operating." As indicated in the reterenced letter, we have concluded that the appropri te implementation of Footnote (c) following a surveillance test faihire is to enter the 14-uay allowed outage time for the High Pressure Coolant Injection (HPCI) system. This action is consistent with TS Section 3.0.A, " Applicability," and the Improved Standard Technical Specifications, NUREG-1433, Revision 1," Standard Technical Specifications General Electric Plants, BWR/4." g In order to clarify this requirement, we have completed a change to the Bases for TS t Section 3/4.5 pursuant to 10 CFR 50.59, " Changes, Tests and Experiments." The Bases change is included as an attachment to this letter.
