The Supply System currently holds Materials License No. 46-17964-02.for;the storage of nuclear materials at Nuclear Project No. '1 (WNP-1).

expires on January 31, 1995.

Per the requirements of 10CFR30.35, ' Financial assurance and record-keeping i

for decommissioning," Section.30.35 (c) (2), the.Surply System must submit a certification ' of financial assurance ' for. decommis'.oning on or before July 27, 1990.

The Supply System has placed WNP-1.in a " mothballed" or long-term construction delay status.

In addition,. all nuclear materials-previously stored at WNP-1 in accordance with the ' requirements' of License No.

46-17964-02 have been temporarily transferred to. the control of Operating License No. NPF-21.

The Supply System maintains the - subject 9icensg to support the eventual resumption o' construction and subsequent 4estinPof WNP-1.

or stored under License No. 46-17964-02, and since past. activities have. not resulted in a need for decommissioning activities. of WNP-1 to allow for the release of the site for unrestricted use and termination of the license, the Supply System requests exemption, in accordance with 10CFR30.11(a),- from the -

requirements of 10CFR30.35 for License No. 46-17964-02.

t The Supply System will, subsequent to approval of this e.xemption request, and prior to the receipt of nuclear s ierials'under License 46-17964-02, submit a certificate.of financial assurance and/or a decommissioning funding plan as required by 10CFR30.35.

The receipt of nuclear materials under this license is expected to coincide with the resumption of ~ construction activities at '

WNP-1.
