Dimmette, Jr. (domed), SVP-98-278, to USNRC, dated August 21,1998, " Reply to a Notice of Violation" The purpose of this letter is to inform the NRC of a revision to the schedule for completing setpoint/ uncertainty calculations and procedure changes, which was originally planned for completion on May 29,1999.

Subsequent to the Site Vice President letter refsrenced above, Commonwealth Edison (Comed) commissioned both General Electric (GE) and Sargent & Lundy (S&L) to perform the calculations.

The Nuclear instrument Setpoint (NIS) calculations have been transmitted to Comed and a review is underway. Overall, approximately 60 percent of the project is complete. However, given the detailed technicalissues that remain, a rigorous review is necessary before acceptance of these calculations can be completed. Additionally, the level and extent of review required by Comed to accept and implement NIS calculations has impacted the progress in completing the work for the remaining I i instruments. O l

' U.S. Nuclear Regulatory Commission Page 2 A review of the plan also determined that certain instruments, the Safety Relief and Torus Air Temperature monitors, are not Regulatory Guide 1.97 Category 1A instruments. Therefore, these instruments are not in the scope of the Setpoint Calculation Program defined in the referenced letter.

Based on the present status and extent of reviews required, the NIS calculations will be completed and implemented at the station on October 30,1999. The remaining task associated with the Turbine Control valve fast closure, the Automatic Depressurization System initiation, and low level timers will be completed on December 15,1999.
