REQUEST FOR ADDITIONAL INCORMATION, OYSTER CREEK SE15MIC REEVALUATION (TAC h0. 68217)

During the meeting with GPU Nuclear Corporation (GPUN/ licensee) and your consultants on May 25, 1988, the staff had indicated reservation with regards to the Power Spectral Der.sity (PSD) function developed by URS/Blume (a licensee consultant). The conputed PSD function started having unacceptable (15%) excursions below the target PSD after 1.5 Hz. Frequent excursions of larger magnitudes were indicated after 3 Hz. Intuitivel felt that such excursions (or dips below the target PSD)y, however, could be acceptable the staff if the responses at higher elevations using the computed PSD (corresponding to Oyster Creek input notion) are shown to be higher than those using the target  !

PSD. The staff's consultant, Brookhaven National Laboratory, has developed a computer Code whereby the structural respenses can be obtained by using the input motion PSD functions.

As this is a state-of-the-art development, the staff decided to use the available Code for cccparing responses. The infomation needed from the licensee to perfom these analyses it as follows:

1. Digital Power Spectral Censity computed from the Oyster Creek Time-History.

2. Digitized Target Power Spectral Density as conputed from a suite of corparable actual earthquakes.

3. Oyster Creek Tire History in digitized form.

4 Structural model properties of the Reactor Euilding - Geometry, Passes. [

Moment of Inertia, Arcas, Beam Properties. Parpings, spring constants, etc.

5. Soil springs and darping used in the prior simplified analyses.

It is preferable to have the data requested in 1, 2 and 3 on floppy disks which can be directly used as input in the analysis. You are requested to I respond to this request for additional infomation by October 31,19FS, so L that the staff can conplete its review at an early date.
