Gentlemen:

Subject: Inspection Report No. 50-219/88-04

This refers to the routine safety inspection conducted by Messrs. J. Wechselberger,

E. Collins, W. Baunack, and Ms. S. Peleschak from February 7 - March 19,1988, at

the Oyster Creek Nuclear Generating Station. The inspections consisted of document

reviews, interviews and observations of activities as documented in the enclosed

inspection report. The findings were discussed with you and other members of your

staff at the conclusion of the inspection.

Based on the results of this inspection, it appears that some of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. These violations have been

categorized by severity level in accordance with the "General Statement of Policy

and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement

Policy). You are required to respond to this letter and in preparing your response

you should follow the instructions in Appendix A. In your response to violations

B and C please include what corrective action you plan to take to address the ade-

quacy of your programs to ensure snubber operability with regard to spherical

bearing extrusions.

Also, this letter acknowledges receipt of your letter of January 15, 1988, which

provides responses to four findings identified during Inspection 50-219/87-24.

Our initial review indicates your responses are acceptable. Your actions, as well

as other observations noted during Inspection 50-219/87-24 will be examined during

a future inspection of your licensed program.

Your cooperation with us in these matters is appreciated.
