TECHNICAL SPECIFICATIONS TO PERMIT TESTING 0F THE POST-ACCIDENT SAMPLING SYSTEM Re: Haddam Neck Plant The Comission has issued the enclosed Amendment No. 72 to Facility Operating License No. DPR-61 for the Haddam Neck Plant. This amendment is in response to your application dated October 31, 1985.

This amendment revises Technical Specification 1.8, Containment Integrity (definition), and incorporates a new Table 3.11-2, Non-automatic Containment Isolation Valves, to allow for surveillance testing of normally closed, non-automatic containment isolation valves that are part of the Post-Accident Sampling System (PASS).

A Notice of Consideration of Issuance of Arrendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on January 15, 1986 (51 FR 1873). No comments or requests for hearing were received.

A copy of our related Safety Evaluation is enclosed. This action will appear in the Comission's biweekly notice publication in the Federal Register.
