ISSUANCE OF AMENDMENT (TAC NO. 77537)
The Commission has issued the enclosed Amendment No.132 to Facility Operating License No. DPR-61 for the Haddam Neck Plant,-in response to your application dated August 25, 1990 and supplemented in a letter dated August 29i 1990.
As requested the amendment was reviewed on an emergency basis, i
The amendment will add a footnote to Technical Specification (TS) Table 3.3-2 Item 3, " Auxiliary Feedwater", Table 3.3-3 Item 2 " Steam Line Isolation" and Table 4.3-2 Item 3 " Engineered Safety Features Actuation System Instrumentation Surveillance Requirements." The-footnote would redefine the operability of the auxiliary feedwater (AFW) automatic initiation system as i
l including credit for operator action to' adjust auxiliary feedwater to full t
flow following automatic initiation and reliance on the control air system to ensure successful automatic' auxiliary feedwater initiation.
CYAPC0 has committed to resolve both deficiencies of the AFW automatic initiation system prior to restart for Cycle 17.
The proposed resolution will meet the TMI requirements of Item II.E.1.2, " Auxiliary Feedwater Initiation and Flow Indication" for a fully automatic'and safety grade system.
The NRC staff proposes to meet with CYAPC0 as soon as the design review has been completed for these modifications.
In addition, because of the importance the staff places on the auxiliary feedwater system and the apparent weaknesses of the current AFW system, the staff recommends that CYAPCO-investigate other improvements to improve AFW system reliability (i.e., upgrade of the electric AFW pump).
