, in response to your application dated June 3,1999, as supplemented by letter dated August 24, i1999, the Commission has ismed the enclosed Amendment No.195 to Facility Operating License No. DPR-61 for the Haddam Neck Plant.

The' amendment relocates certain Technical Specification (TS) requirements to l licensee-controlled documents. The administrative controls section of your TSs has been revised to more closely conform to standardized TSs. Administrative controls have been added for the control of radioactive effluents.' A TS Bases Control Program has been added The weight limit for loads carried over the spent fuel pool has been increased.' The amendment deletes certain TSs that are either (1) no longer applicable to the permanontly shutdown and '

defueled state of the reactor, or (2) duplicate regulatory requirements, or (3) duplicate j

information located in the Updated Final Safety Analysis Report. A number of editorial changes

. were made to clarify the language used, te correct typographical errors, to renumber the listings, to remove section numbers that no longer contain requirements, and to renumber the pages in the TSs.

- A copy of our related Safety Evaluation is enclosed. The Notice of Issuance will be included in

' the Commission's next biweekly Federal Hegisternotice.
