Dear Mr. Abelquist:

1 in your letter of April 8,1999, to John Greeves, you requested that NRC review the potential conflict of interest (COI) issues as they relate to the Nuclear Regulatory Commission's (NRC) usa of the Environmental Survey and Site Assessment Program (ESSAP) of the Oak Ridge Institute for Science and Education (ORISE) for technical survey assistance at the Connecticut Yankee Nuclear Power Plant (CY). Based on recent conversations I have had with you, I understand that you will be sending me additional information which more fully describes your CY activities to date. This information is to include copies of the following documents:

agreements entered into with CY; scope of work; work assignments; reports; and any other l q

materials ORISE/ESSAP produced to support the citizen's group at CY. j i

Once we receive this information, we will determine if there are COI issues associated with your work at CY, and how your previous activities at CY may affect your continued performance of technical assistance for NRC.
