This letter transmits the report of the routine resident safety-1nspection.
conducted by Mr. J. Shedlosky and others off this office during the period June
21 to July 31, 1990 at the W.ddam Neck Plant, Haddam Neck, Connecticut.
The
,
report covers activities authorized by NRC License No. DPR-61. The inspection
findings were discussed by Mr. Shedlosky with Mr_. G. Bouchard of 'your_ staff at-
the_ conclusion of theLinspection.
Areas examined during this inspection are. described in the NRC Region I
Inspection Report which -is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representa-
tive' records, interviews with personnel and observations by the inspectors.
This inspection covered the primary plant startup after an extended refueling
and maintenance outage.
The inspectors observed that the startup was
conducted deliberately and cautiously. Good management attention was given.to
the correction of deficiencies identified during the-process and- verification
that Technical Specification and procedural requirements were fully met' prior

to commencement of plant heatup.
