SUBJECT: .REQUALIFICATION PROGRAM EVALUTATION REPORT NO. 50-213

0n May 1 -
5, 1989, the NRC administered requalification examinations to

employees of your company who' operate the Haddam Neck Power Plant. -The evalu-

ation was conducted in accordance with Revision 5 (1/1/89), to NUREG-1021,

10perator Licensing Examiner Standards, ES-601,'." Administration of NRC Requali-

fication Program. Evaluations." The evaluation had two purposes, evaluation of-

the effectiveness of the li' censed operator requalification training-program at

. maintaining- the competency of. the licensed operators, and examination of the -

individual operators to determine-if they would satisfy the regulatory require-

ment of passing an NRC~ administered examination prior to license renewal. At

the' conclusion of the examination / evaluation, any generic findings that evolved

as a ' result of the examination were discussed with those members of your staff

identified in:the enclosed report.

As a.~ result of this evaluation, your requalification program has been assigned

~ an overall program rating of satisfactory. As evaluated by the NRC, eleven

of 12 operators passed all parts of the examination. One facility evaluator-

was deemed unsatisfactory in his performance as an evaluator during the conduct

of job' performance. measures. These evaluations were conducted in accordance

with the criteria of NUREG 1021, ES-601, noted above.

In accordance.with-10 CFR 2.790 of the Commission's regulations, a copy of

this11etter and the enclosure will be placed in the NRC Public Document Room.
