Dear Mr. Galloway:

1 I am responding to your letter dated January 6,1998, originally sent to the NRC's Region I i office, regarding changes to the Haddam Neck Plant (HNP) Security and Emergency Plans.

It was not possible to provide the answers to your questions until after our reviews of the licensee's exemption requests were complete.

The NRC has completed its reviews of the Haddam Neck Defueled Security Plan and Defueled Emergency Plan. Exemptions necessary to allow the licensee to implement the

- plans were issued on July 15 and August 28,1998, respectively. Copies of the exemptions are enclosed.

I With regard to the Defueled Security Plan, the NRC has determined that the alternative measures for protection against radiological sabotage proposed by the licensee meet the assurance objectives and general performance requirements of 10 CFR 73.55 for a permanently shut down and defueled reactor site that has placed all of its spent fuel in the spent fuel pool.

With regard to the Defueled Emergency Plan, the NRC considered scenarios such as a resin liner fire and a beyond design basis earthquake. The NRC found that the analyses )O submitted by the licensee were consistent with the commitment made in its Post Shutdown Decommissioning Activities Report, which stated that any radiation exposure to an offsite individual would be bounded by the U.S. Environmental Protection Agency's Protective Action Guides. The NRC found that the HNP Defueled Emergency Plan provides for an acceptable level of emergency preparedness at the HNP in its permanently shut h i. I down and defueled condition. Therefore, the NRC approved the HNP Defueled Emergency Plan.
