Dear Mr. Thomas:
On December 3,199C, the NRC Office of Investigations (01) initiated an investigation to determine whether a former contract security department employee at Northeast Utilities' Haddam Neck facility was terminated in July 1996, for raising a safety concern. During the course of the investigation, an additional concern was raised that the employee was being " blackballed" by the security contractor. The NRC has completed a coordinated review of this matter by the Office of Enforcement, the Office of Investigations, the Office of General Counsel, the Special Projects Office, and NRC Region I. We have concluded that there was not sufficient evidence to substantiate that the former contractor was discriminated against for raising safety concerns, i
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room.
