RESPONSE TO GENERIC LETTER 89-10. " SAFETY-RELATED MOTOR-OPERATED VALVE (MOV) TESTING AND SURVEILLANCE" HADDAM NECK AND MILLSTONE NUCLEAR POWER STATION, UNIT NOS. 2 AND 3 (TAC NOS. 75667, 75683, AND 75684)

On December 27, 1989, you submitted a letter in response to Generic Letter 89-10. " Safety-Related Motor-Operated Valve Testing and Surveillance,"

regarding the Haddam Neck Plant and the Millstone Nuclear Power Station.

l Therein, you stated that you are developing detailed programs that will encompass the guidance in the generic-letter and that the precise manner in which the guidance of the generic letter will be addressed will be provided in the motor-operated valve (MOV) programs.

In the generic letter, the NRC staff requested that a description of the

generic letter program be available for review by NRC personnel by June 28, 1990, or the first refueling outage after December 28, 1989, whichever is later.

In accordance with this schedule, you indicated that the programs will be available for review by April 1991, December 1990, and January 1991, for Haddam Neck, and Millstone Units 2, and 3, respectively.

The staff does not-object to this schedule for program description availability.

At the public workshops held in September 1989 to discuss the generic letter, the NRC staff indicated the information that should be contained in the program description.

The staff positions on questions presented during the workshops has been issued as a supplement to the generic letter.

With respect to completion of the initial test program, you indicated that the programs-at the Millstone units will be completed by the third refueling outage as recommended in the generic letter.

The initial program for the Haddam Neck Plant, however, might not be completed until the fourth refueling outage, which is scheduled for 1996. While the staff is sensitive to ALARA considerations and your participation in the integrated safety assessment program (ISAP), the staff does not believe that resolution.of this important MOV operability issue should extend beyond the generic letter schedule to any significant degree.
