NRC INTEGRATED INSPECTION REPORT 50-213/99-01 AND CLOSURE OF
CONFIRMATORY ACTION LETTER (CAL) NO. 1-97-010, dated March 7,1997
Dear Mr. Mellor:
On April 19,1999, the NRC completed an inspection at the Haddam Neck Plant. The enclosed
repcrt presents the results of that inspection.
During the three-month period covered by this inspection, your conduct of activities at the
Haddam Neck facility was characterized by the continuation of radiological work and completion
of several tasks for transition to a decommissioning status. Your conduct of activities associated
with control of radiological work at Haddam Neck was generally characterize" as careful and
thorough.
Effective programs were observed for: (1) the processing of plant liquids, collection and
processing of solid radioactive waste, and the transportation of radioactive materials; (2) training
of plant personnel involved in the transport of radioactive materials and the disposal of solid
radioactive waste; and, (3) the identification and tracking of !ssues related to the solid radwaste
program. Some problems with the classification of self-identified deficiencies and the timely

implementation of corrective actions were identified by your audits. Components and systems
needed for the continued collection and processing of radioactive waste appeared to be in
appropriate condition.
Effective radioactive effluent and radiation protectior, controls with respect to the Bus-10

removal project were established and implemented. An effective program with respect to

electronic calibrations, radiological calibrations, system reliability, and tracking and trending was
established, implemented, and maintained. An effective quality assurance program for the
radioactive effluent control program with resoect to audit scope and depth, audit team
experience, and response to audit findings was also established, implemented, and maintained .

Regarding your correspondence, in response to our Confirmatory Action Letter (CAL) 1-97-010,
dated March 7,1997, based on your icsponse and an inspection, the NRC has found that all the
commitments relative to Haddam Neck listed in the CAL have been met. No further response is

required regarding the CAL.

Based on the results of this inspection, the NRC has determined that two Severity Level IV
violations of NRC requirements occuired during this inspection period. These violations concem
. the potential for intemal uptakes in September 1998, and inadequate compensatory sampling of
gaseous effluents. These violations are being treated as Non-Cited Violations (NCVs), .
consistent with Appendix C of the Enforcement Policy. The NCVs are described in the subject
inspection report. If you contest the violations or severity level of the NCVs , you should provide
a response within 30 days of the date of this inspection report, with the basis for your denial, to
' the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-
0001; with a copy to the Regional Administrator, Region 1; and the Director, Office of
Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure, and your response (if you choose to provide one) will be placed in the NRC Public
Document Room (PDR).
