The Commission has issued the enclosed Amendment No.121 to Facility Operating License No. DPR-61 for the Haddam Neck Plant, in response to your application.

The amendment.will revise and combine. Technical Specification (TS) Section 3.6, " Core Cooling Systems," Section 3.7 " Minimum Water Volume and Boron Concentration in the Refueling Water Storage Tank." and Section 4.3, " Core

As part'of the Systematic Evaluation Program (SEP), Connecticut Yankee Atomic

' Power. Company (CYAPCO) committed to convert their custom TS to the WSTS. In a meeting on September 20, 1988, CYAPC0 proposed to submit the TS conversion packages over a three month period beginning October 1988. The staff noted that with the impending issuance of the new and' revised WSTS, it would be advantageous for CYAPCO to wait for the issuance of the revised WSTS'before addressing the full WSTS conversion. The staff noted that with the current.

priorities of completing the revised WSTS review and then the pilot plants,

-that the Haddam Neck conversion and the current WSTS would take at least 24 months. The staff proposed a.' compromise-in'which CYAPC0 would propese a format change sfrom the custom TS to the current WSTS and convert to the new WSTS at a later date. .It was intended that this TS change would primarily be a format change that would require minimal technical review branch support becasue 1) all current requirements will be maintained and 2) any other changes to upgrade'tu WSTS formt would result in additional limitations,.

restrictions or controls. Howver, CYAPC0 as part of the amendment did propose TS changes which reovired staff review. The staff agreed that this interim step would: 1) provide a substantially improved TS while facilitatir.g the. future conversion, 2) provide definitive LC0 and action statements for several safety related systems, 3) elimir. ate the use of administrative TS, i

4) provide a mechanism to close prior TS commitments associated with NUREG L .0737..SEP, and various other Generic Letter (GL) recommendations, and 5) eliminate ambiguities inherent with the wording and format of the current TS.

This ' review, however, is not a conversion because:

1) A conversion would require a more_ comprehensive and detailed review.
2) A conversion would evaluate all deviations of the current TS fron l

the WSTS. This was not performed in the format change as this review in general was primarily considered an administrative change and the current requirements were maintained, and

3) A conversion would result in a " completeness" review which would assure all applicable sections of WSTS were included. For this review, the staff evaluated only those changes proposed by CYAPC0 to determine if any additions TS were appropriate and logical and were in the WSTS format.

Therefore, this TS upgrade effort does not fulfill CYAPC0's SEP commitment to convert to WSTS.

A copy of the related Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's bi-weekly Federal Register notice.
