Introduction On June 2,1998*, the Connecticut Yankee Atomic Power Company (CYAPCO) submitted a proposed license amendment to relocate requirements for seismic monitoring instrumentation from Section 3/4.3.3.3 of the Technical Specifications to our Technical Requirements Manual. On December 3,19B8,* the Nuclear Regulatory Commission (NRC) requested additionalinformation in support of the proposed license amendment. This letter provides the requested infom1ation.

Discussion i

The guidance of NRC Generic Letter GL 95-10* , states that the Seismic Monitoring i instrumentation may be relocated to the UFSAR, and that subsequent changes may be controlled under 10 CFR 50.59. The staff has approved the relocation of this (1) CYAPCO Letter CY-98-084, from R. A. Mellor, to the U. S. Nuclear Regulatory Commission, " Proposed Revision To Technical Specifications - Seismic Monitoring," dated June 2,1998.

. been incorporated into the UFSAR by reference. To satisfy these requirements CYAPCO has incorporated the TRM into the UFSAR by reference in Section 1.6. A copy of the approved FSAR change is included as Attachment 1. CYAPCO has also approved the change to the TRM incorporating the seismic monitoring instrumentation (although this change cannot be implemented until the License Amendment is issued).

A copy of the approved TRM section is included as Attachment 2.

The NRC specific requests are satisfied as follows:

1.b) incorporation of the TRM into the UFSAR by reference. (Commitment CY-99-002-01) 2.b) Submittal of updated pages showing the TRM has been incorporated into the UFSAR. (Attachment 1) 3.b) inclusion of updated and approved pages of the TRM showing how the TS will be relocated. (Attachment 2) 4.a) The existing TS requirements will be relocated to the TRM intact except for the correction of the typographical error consistent with the guidance of Reference 2.

This is as shown in Attachment 2. The TRM will subsequently be modified under 10 CFR 50.59 to correctly reflect the newly installed instrumentation.

The NRC staff has also requested, (T. L. Fredrichs discussion with G. P. van Noordennen on November 19,1998) that CYPACO submit corrected technical specification pages to correctly implement this amendment. These editorial corrections are necessitated as Amendment 193 changed the pages originally submitted with our June 2,1998 letter. The following three pages are included as Attachment 3:

1. Index page VI -incorporating the deletion of the seismic monitoring instrumentation into the page from Amendment 193. (An older TS version was submitted with Reference 1.)

2. TS page 3/4 3-1 incorporating the pagos deleted by this proposed amendment.

(This replaces three pages from our June 2,1998 letter, that were marked "This  !

3, TS bases page B3/4 3-2 (Updated to Amendment 193)

Marked up pages from Amendment 193 showing these changes are included in l Attachment 4. The changes in Attachments 3 and 4 were previously reviewed by the l Plant Operations Review Committee and the Nuclear Safety Assessment Board. The previous safety assessment, significant hazards consideration and environmental impact discussions of Reference 1 have not changed due to updating them to Amendment 193.

CY-99-002-01 CYAPCO will incorporate the Technical Complete l Requirements Manual into the UFSAR by reference in Section 1.6.

CY-99-002-02 If the proposed license amendment is approved Concurrent with ,

by the NRC staff, CYAPCO will relocate the implementation of seismic monitoring instrumentation License l requirements to the Haddam Neck Plant Amendment Technical Requirements Manual.
