Gentlemen:

Subject: NRC Region I Inspection No. 50-213/90-13

This letter transmits the report of the routine resident safety inspection

conducted by Mr. J, Shedlosky and Ms. A. Asars of this office during the period

August 1 to September 11, 1990 at the Haddam Neck Plant, Haddam Neck, Connecti-

cut. The report covers activities authorized by NRC License No. DPR-61. The

- inspection findings were discussed by Mr. Shedlosky with Messrs. J. Stetz,

G. Bouchard and D. Ray'of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel and observations by the inspectors.

Strong performance was noted in your actions to resolve the failure of the-

steam generator feedwater regulating valve, in the discovery of potential

problems relating to the automatic initiation of auxiliary feedwater and with

the 480 volt safeguards electrical bus undervoltage device setpoint.

However,

actions following an unsuccessful surveillance test of the "A" emergency diesel

generator on. August 7, 1990, were not aggressive enough to prevent a similar

failure on September 11.
