The Commission has issued the enclosed Amendmently 24 to Facility License No. DPR-61 for the Haddam Neck ETant. This amendment implements the proposed Technical Specifications for fire protection forwarded by our letter dated November 25, 1977, and incorporates comments supplied in your letter of December 15, 1977.

  • The amendment incorporates changes to the Technical Specifications in Appendix A to DPR-61 to provide requirements for fire protection.

These changes ~to the Haddam Neck Technical Specifications are

supported by the Safety Evaluation issued with our letter of November 25, 1977, except for those changes which were-proposed by your letter of December 15, 1977, and other minor changes. All changes to our proposed technical specifications of November 25, 1977, are discussed he re in .

protection Technical Specifications, Specification 6.2.2.f is being issued at this time witn the minimum number of on-site fire brigade members spe*Jified as three (3) as you proposed. Inis numoer is less than the minitur nu mer of five (5) given in the generic staff position, Minitur Fire 5ricade Shift Size, wnich was an attachment to tne Safety Evaluation Report issuet witn our le::er to you dated Novem:er 25, 1977.

However, we are presently eval'uatinc your justification for tnis smaller brigade size anc when our evaluation is comolete the minimum number will be increased if we do not agree with your position.

Tne total time to Cold Shutdown remains thirty (30) hours. This modification arovides additional time to reduce power to achieve Hot Standby in an orderly manner, yet the time to achieve Cold Shutdown remains unchanged.

) Connecticut Yankee Atomic Power Company February 6,1978 Because this change results in an orderly shutdown in accordance with plant operating procedures without extending the time to reach Cold Shutdown, we find this change acceptable.

3. Your December 15,1977 letter proposed to incorporate provision for a temporary fire barrier in Specification 3.22.E.2. as an

- alternative to establishing a continuous fire watch. However, we have modified our position to require a fire watch patrol at one (1) hour intervals if the area is also protected by operable fire detectors. We continue to require a continuous fire watch

for areas with inoperable penetration fire barriers and no operable fire detectors. Following concurrence of your staff we have incorporated our modified position into Specification 3.22.E.2.

4. Specification 4.15.E is being issued as proposed in your December 15, 1977 letter to clarify our position that surveillance

be performed each 18 months or following maintenance. Maintenance on a single fire barrier requires only that barrier to be inspected - not all barriers. Your proposal is considered to be a clarification and not a change in requirements and is therefore acceptable on that basis.

= 5. S~pecification 6.4.2 concerning fire brigade training requires that the training program meet or exceed the intent of f1FPA Code-1976.

Section 27. This imposes a requirement that training be conducted monthly. However, our letter of August 19, 1977, forwarded a copy of "fiuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance", which indicated

'c that fire brigace training (drills) shall be conducted at least each three (3) months. We have therefore modified this specification to recuire training (drills) at quarterly intervals. .
