Dear Sir:

Haddam Neck Plant Proposed Revisions to Technical Specifiertions References (1) and (2) transmitted to CYAPCO sample Standard Technical Speci-fications (STS) for operability and surveillance of Fire Protection Syste=s to be adapted to the Haddam Neck Plant. Reference (3) requested that proposed Technical Specifications be submitted in conjunction with the evaluation of Branch Technical Position APCSB 9.5-1.

Pursuant to 10CFR50.59, Connecticut Yankee Ato ic Power Co=pany hereby proposes to amend its operating license, DPR-61, by incorporating Attach =ent (1) , Pro-posed Technical Specifications Relating to Fire Protettion, into the Connecti-cut Yankee Technical Specifications.

As stated in its basis, these specifications were developed to protect those areas of the plant identified as areas containing cable and equipment which cust re=ain operable in the event of a design basis fire. The existing fire prctecticn and detection syste=s ensure the capability for perfor=ance of safe shutdown functions and minimize radioactive releases to the environment.

Changes to Section 6 of the Technical Specifications, Administrative Con-trols, are also provided in accordance with the recosamendations of Reference (1) .

These proposed changes have been reviewed pursuant to 10 CFR 50.59, and have i been determined not to constitute an unreviewed safety question.

The Connecticut Yankee Nuclear Review Board has reviewed and approved the above proposed changes, and concurred in the above determination.
