,' On Dececber 5, 1973, as the result of a ceram accidentally initiated by curveilitnce tecting required by the Technical Specificationo, it vac noted that level ceitch 231D failed to trip until about 37 cinutco following the trip of the other three cerac discharge volume icvel evitches. This is a repeated failure because the name cvitch han failed to operate on two

occasionc. Tnece failures were reported on 9/8/73 and 10/29/73 Failure of thic cinale cwitch would not have prevented ceram becauce the other three

! cvitches operated correctly. Until the investigation concidering thic r.ritch

failure is cocplete, the plant will not be returned to power. Tne investi6a-tion into the failure code will include testo here at the cite and converca-tions with the' vendor's representative in an attc=pt to determine the cauce f of the slow recponse. The clow response is at present aucpected to be caused i by binding within the witch nechanism.
