O'Reilly, Office of Inspection and Enforcement, Region I, United States Nuclear Regulatory Conmission on October 21, 1975 In accordance with Section 6 7 2.A of the Technical Specifications, Appendix A of DPR-44 for Unit 2 Peach Jottom Atomic Power Station, the following report is being submitted to the Directorate of Reactor Licensing as an Abnormal Occurrence.

Conditions Prior to Occurrence:

Reactor power 56%.

Description of Occurrence:

While preparing to do a local leak rate test on the inboard flange of A0-2519, nitrogen was found to leak out of the test connection. 4 It was suspected and reported that the inner 0-ring leaked.

During the investigation, it was determined that the connection that was used to do the test was not the connection for testing the doubic 0-ring seal. Instead, it connunicated directly with the Drywell and Torus Inerting Supply Line inboard of the outer isolation valve.

Analysis of Occurrence:

The other isolation valves associated with this penetration were closed at the time of the occurrence. Safety implications are therefore minimal.

Corrective Action:

The connection was capped and leak checked successfully. The 0-ring seals will be tested in the near future.
