Abnormal Occurrence The following occurrence was reported to Mr. Walt Baunack, Region 1, Office of Inspection and Enforcement, United States Nuclear Regulatory Conaission on November 18, 1975 Written notification was made to Mr. James P. O'Reilly, Region 1, Office of Inspection and Enforcement, United States Nuclear Regulatory Commission on November 18, 1975 In accordance with Section 6.7 2.A of the Technical Specifications, Appendix A of DPR-44 for Unit 2 Peach Bottom Atomic Power Station, the following report is being submitted to the Directorate of Reactor Licensing as an Abnormal Occurrence.

Inoperable hydraulic snubbers, Conditions Prior to Occurrence:

Maintenance outage in progress, reactor shutdown.

Description of Occurrence:

During a routine inspectiori of the Unit 2 hydraulic snubbers, the reservoirs of two hydraulic snubbers were found empty.

Inspection revealed leaking 0-rings and gaskets.

Analysis of Occurrence:

Inspection indicated no damage of piping or supports. The i discovery of the empty reservoirs by this routine inspection demonstrates  !

the merits of the surveillance programs.

Corrective Action:

The defective gaskets, seals, 0-rings, and fittings will be replaced. Following repair, the snubbers will be checked in a test stand for proper operating capabilities and leaks.

Failure Data:

I Similar failures on Unit 2 hydraulic snubbers were reported as A0-50-277-74-45 and A0-50-277-75-70.
