Conditions Prior to Occurrence:

Description of Occurrence:
While running E-b diesel generator for weekly surveillance failed to close.

Designation of Apparent Cause of Occurrence:
The breaker charging spring was not charged following previous cpening.
It was determined that this was due to an which failed due to brush year.

1 Analysis of Occurrence:
T The diesel generator was l'ncapable of supporting the E-h2 LEY bus.
However, the' plant is designed to accept this failure.

The breaker was replaced with a spare at the time o-f the occurrence.
The failed breaker vill be repaired. All other si=ilar breakers in r
both units,were checked to be charged.
