OF MARCH 14, 2019, MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, REGARDING TECHNICAL SPECIFICATION CHANGES ASSOCIATED WITH DEPARTURE FROM NUCLEATE BOILING RATIO SAFETY LIMIT (EPID L-2019-LRM-0014)

On March 14, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (Duke Energy or the licensee), at NRC Headquarters, One White Flint, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Duke Energy's proposed license amendment request regarding changes to technical specifications {TSs) for the departure from nucleate boiling ratio safety limit to address transition to a new fuel type for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). The meeting notice and agenda, dated February 28, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19059A442. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML19077A367).

The licensee discussed the reason for the proposed change, which is that Harris plans to transition from the Framatome Inc. 17x17 high thermal performance fuel type to the Framatome Inc. GAIA fuel design. Duke Energy referenced the previously reviewed and approved topical report ANP-10341-P-A, "The ORFEO-GAIA and ORFEO-NMGRID Critical Heat Flux Correlations" (ADAMS Package Accession No. ML18236A371 ), stating that it will address the limitations and conditions associated with the topical report in its license amendment request. The licensee also provided a summary of actions that must be taken for the GAIA fuel implementation, including validation of the ORFEO-GAIA correlation with Duke Energy thermal-hydraulic methods, development of new departure from nucleate boiling ratio safety limit and statistical core design limit for ORFEO-GAIA using Duke Energy methods, and development of a mixed core penalty for the high thermal performance/GAIA transition core.

The licensee proposed to revise the Harris TS safety limit for departure from nucleate boiling ratio to include a limit for the GAIA fuel using the ORFEO-GAIA correlation . The licensee will also update the TS Administrative Controls section to include the ANP-10341-P-A topical report in its licensing basis. An appendix to the NRC-approved Duke Energy thermal-hydraulic methods report will also be provided to describe the critical heat flux correlation validation in VIPRE-01 and safety limit development.

The licensee plans to transition to the GAIA fuel type starting in spring 2021. The proposed license amendment request scheduled submittal is tentatively in April 2019.

The NRC staff will provide an estimate of the review schedule after completing an acceptance review of the licensee's submittal.

No regulatory decisions or commitments were made at the meeting. No members of the public were in attendance, and no comments were provided.
