SUMMARY

OF NOVEMBER 8, 2018, MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, REGARDING EMERGENCY PLAN CHANGES (EPID L-2018-LRM-0073)

On November 8, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee), at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland. The purpose of the meeting was to discuss the proposed license amendment request regarding emergency plan changes for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). Specifically, proposed changes related to the Technical Support Center

{TSC) and to the Emergency Notification System were presented. The meeting notice and agenda, dated October 29, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18302A024. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML18333A182). The licensee discussed the reason for the proposed change of the TSC description in the emergency plan is to correct a non-conformance with the TSC documentation.

The licensee stated that Harris continues to meet the guidance provided in NUREG-0696, "Functional Criteria for Emergency Response Facilities," (ADAMS Accession No. ML051390358) and the North Carolina State's building code requirements. The licensee also discussed the proposed changes to its Alert and Notification System. Although Harris currently credits sirens and tone alert radios as primary ways to communicate in an emergency, Harris plans to only credit the sirens as a primary means of communication in the future.

Harris is currently seeking approval from the Federal Emergency Management Agency (FEMA),

the State of North Carolina, and the affected counties regarding its Alert and Notification Systems change. Once these approvals are obtained, the LAR will be submitted to NRC for review. The NRC staff will provide an estimate of the review schedule after completing an acceptance review of the licensee's submittal.

No regulatory decisions or commitments were made at the meeting. No members of the public were in attendance and no comments were provided.
