SUMMARY

OF AUGUST 22, 2019, MEETING WITH DUKE ENERGY PROGRESS, LLC RE: PROPOSED LICENSE AMENDMENT REQUEST TO ADOPT RISK-INFORMED COMPLETION TIMES (TSTF-505, REVISION 2, PROVIDE RISK-INFORMED COMPLETION TIMES-RITSTF INITIATIVE 4B)

On August 22, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee), at NRC Headquarters, One White Flint, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the meeting was to discuss the proposed license amendment request (LAR) regarding adoption of the risk-informed completion times for some plant-specific Technical Specifications Conditions and Required Actions in accordance with Technical Specifications Task Force (TSTF)-505, Revision 2, Provide Risk-Informed Extended Completion Times-RITSTF Initiative 4b, for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). The meeting notice and agenda, dated July 30, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19211D528. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML19233A046). The licensee discussed the status of its internal events probabilistic risk assessment (PRA), internal flooding PRA, and fire PRA as it relates to this application. Also, the licensee provided a brief description of its proposed consideration of seismic, high winds, and other external hazards in the proposed LAR. The licensee presented variances between the Harris Standard Technical Specifications and those in NUREG-1431, Standard Technical Specifications Westinghouse Plants (ADAMS Accession No. ML12100A222). The NRC staff provided feedback for several aspects of the proposed LAR presented at the meeting, including the technical acceptability of the PRAs, consideration of external hazards, and impacts on defense-in-depth for proposed changes to the plant-specific Technical Specifications Conditions and Required Actions. The NRC staff referred the licensee to recent TSTF-505 LARs and corresponding requests for additional information for the most recent information available with this type of application.

The proposed LAR scheduled submittal is tentatively September 2019. The NRC staff will provide an estimate of the review schedule after completing an acceptance review of the licensees submittal.

No regulatory decisions or commitments were made at the meeting. One member of the public was in attendance. No comments were provided.
