Plant Licensing Branch II-2 Division of Operating Reactor Licensing FROM:

Marlayna Vaaler, Project Manager Plant Licensing Branch II-1 Division of Operating Reactor Licensing

SUBJECT:

FORTHCOMING MEETING WITH PROGRESS ENERGY CAROLINAS, INC., AND DUKE ENERGY CAROLINAS, LLC, TO DISCUSS TOPICS INVOLVING THE LICENSE AMENDMENT REQUESTS TO TRANSITION THE SHEARON HARRIS NUCLEAR PLANT, UNIT 1 AND THE OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3, TO THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) STANDARD 805, PERFORMANCE BASED STANDARD FOR FIRE PROTECTION DATE & TIME:

Tuesday, April 21, 2009, from 10:00 a.m. - 5:00 p.m.

Wednesday, April 22, 2009, from 8:00 a.m. - 12:00 p.m.

LOCATION:

U.S. Nuclear Regulatory Commission One White Flint North 11545 Rockville Pike, Room O-3B4 Rockville, Maryland PURPOSE:

Discuss high level items associated with the Harris and Oconee LARs to transition to NFPA-805. NFPA-805 allows the use of performance-based methods, such as fire modeling, and risk-informed methods, such as Fire Probabilistic Risk Assessment (Fire PRA), to demonstrate compliance with the nuclear safety performance criteria. Regulatory audits were recently conducted at both sites, and several issues generic to both pilots were identified by the staff. This meeting will be an opportunity to further discuss these issues with the pilot plant licensees.
