SUMMARY

OF AUGUST 3, 2017, MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST TO IMPLEMENT FUEL RELOAD DESIGN METHODOLOGY REPORTS AT THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, AND H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (CAC NOS. MF9824 AND MF9825)

On August 3, 2017, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss fuel reload design methodology reports, technical specification (TS) changes, and a proposed license amendment request (LAR) regarding the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), and H. B. Robinson Steam Electric Plant, Unit No. 2 (Robinson). The meeting notice and agenda, dated July 20, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17202A016. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML17200C780).

During the meeting, the licensee provided (1) a status update on proposed fuel reload design methodology report submittals for Harris and Robinson, (2) its licensing approach, and (3) the scope of the proposed LAR. The proposed LAR includes (1) modification of power distribution TSs, (2) modification of shutdown margin TSs (Harris only), (3) relocation of TS parameters to the core operating limits report, (4) adoption of the NRG-approved topical report for the COPERNIC code into the TSs, and (5) revision of beginning-of-cycle moderator temperature coefficient TSs (Robinson only). The licensee anticipates submitting the LAR in September 2017, with a requested approval date of December 2018 in support of outages in 2019 (Harris) and 2020 (Robinson). The NRC staff did not identify any immediate concerns with the proposed schedule but noted that an actual review schedule would be set during the acceptance review of the submitted LAR. The NRC staff and the licensee discussed the above topics.

A member of the public participated in the meeting and had no comments. No re_gulatory decisions or commitments were made at the meeting.
