SUMMARY
OF APRIL 14, 2016, MEETING WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, TSTF-425, "RISK-INFORMED TECHNICAL SPECIFICATION INITIATIVE 58, RISK-INFORMED METHOD FOR CONTROL OF SURVEILLANCE FREQUENCIES" LICENSE AMENDMENT REQUEST (CAC NO. MF6583)
On April 14, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (Duke Energy) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Duke Energy's license amendment request for the Shearon Harris Nuclear Power Plant, Unit 1, regarding Risk-Informed Technical Specification Initiative Sb, Risk-Informed Method for Control of Surveillance Frequencies (ADAMS Accession No. ML15236A265).
During the open portion of the public meeting, human failure events (HFEs) modeled in the probabilistic risk assessment (PRA), and PRA success criteria were discussed. Specifically, the staff requested clarification on Request for Additional Information (RAI) 4 and RAI 5 responses contained in Duke Energy's letter dated February 5, 2016 (ADAMS Accession No. ML16036A091 ), as they relate to peer review Findings and Observations for operator actions credited in the PRA that did not appear consistent with the requirements of the PRA Standard, American Society of Mechanical Engineers/American Nuclear Society RA-Sa-2009, as endorsed by Regulatory Guide 1.200, Revision 2. The licensee clarified that the PRA has been updated since the Findings and Observations were written and as a result, some HFEs were modified and others were removed from the PRA. The staff will be issuing followup RAI to clarify the RAI responses provided by Duke Energy in its February 5, 2016, letter.
During the closed portion of the public meeting, a Finding and Observation contained in of Duke Energy's letter dated February 5, 2016, was discussed. Enclosure 4 is considered sensitive security-related information under Title 10, Code of Federal Regulations Part 2, Section 390(d)(1 ). The staff will be issuing a followup RAI to clarify the information provided by Duke Energy.
No regulatory decisions were made at the meeting. Members of the public were in attendance.
