SUMMARY

OF MARCH 25, 2019, PUBLIC TELECONFERENCE WITH DUKE ENERGY TO DISCUSS THE REQUEST FOR ADDITIONAL INFORMATION RESPONSE REGARDING THE PROPOSED ALTERNATIVE TO THE DEPTH SIZING QUALIFICATION REQUIREMENT (DUKE ENERGY FLEET RELIEF REQUEST 18-G0-001) (EPID: L-2018-LLR-0117)

On March 25, 2019, a public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Carolinas, LLC and Duke Energy Progress, LLC (Duke Energy or the licensee). The purpose of the teleconference was to discuss the request for additional information (RAI) response dated February 11, 2019 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML19042A314) regarding the proposed alternative to the depth sizing qualification requirement (Duke Energy Fleet Relief Request 18-G0-001 ). The meeting notice and agenda, dated March 15, 2019, are available at ADAMS Accession No. ML19074A280. A list of attendees is enclosed.

By letter dated September 6, 2018 (ADAMS Accession No. ML18249A008) and as supplemented by letters dated November 12, 2018 (ADAMS Accession No. ML18316A035) and February 11, 2019, Duke Energy requested relief in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a(g)(5)(iii) from the requirements of American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) at Catawba Nuclear Station (Catawba), Units 1 and 2; McGuire Nuclear Station (McGuire), Units 1 and 2; Oconee Nuclear Station (Oconee), Units 1, 2, and 3; Shearon Harris Nuclear Power Plant (Harris), Unit 1; and H.B. Robinson Steam Electric Plant (Robinson), Unit 2. Specifically, Duke Energy submitted for the NRC review and approval Relief Request Serial No. 18-G0-001 to use an alternative depth sizing root mean square (RMS) error criteria for the qualification of the ultrasonic examination of welds.

The NRC staff and Duke Energy discussed three topics related to the February 11, 2019, RAI response during the public teleconference. The first topic is related to the deletion of the correction factor between the procedure qualification RMS error and the required RMS error in Section 5.2.2 of the original relief request. The second topic is related to the deletion of the eddy current examination in Section 5.2.3 of the original relief request. The licensee clarified that ASME Code Cases N-695-1 and N-696-1 do not require the use of a correction factor and eddy current examination. The NRC staff reviewed both code cases and finds the licensee's clarification is acceptable. The third topic is related to relocating the examination of certain dissimilar metal welds in Oconee Unit 1 and Robinson Unit 2 from the ASME Code Section XI lnservice Inspection program to the Risk-Informed lnservice Inspection program. The licensee stated that it will not take credit for the ultrasonic examination of the dissimilar metal welds as part of the population of the welds to be examined in the Risk-Informed lnservice Inspection program. The NRC staff notes that the incorporation of the dissimilar metal butt welds into the Risk-Informed lnservice Inspection program is not part of the proposed alternative.

One member of the public was included in the conference call, but had no comments. No regulatory decisions or commitments were made at the meeting.
