SUMMARY
OF OCTOBER 5, 2015, MEETING WITH DUKE ENERGY PROGRESS, INC., TO DISCUSS FUEL RELOAD DESIGN METHODOLOGY REPORTS AND PROPOSED LICENSE AMENDMENT REQUEST REGARDING THE SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, AND H. B. ROBINSON STEAM ELECTRIC PLANT UNIT NO. 2 (CAC NOS. MF6701 AND MF6702)
On October 5, 2015, a partially closed Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, Inc. (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss two fuel reload design methodology reports and a proposed license amendment request (LAR) regarding the Shearon Harris Nuclear Power Plant, Unit 1 (Harris), and H. B. Robinson Steam Electric Plant Unit No. 2 (Robinson). The meeting notice and agenda, dated September 18, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15265A409. A list of attendees is enclosed.
The licensee presented informational slides at the meeting (ADAMS Accession No. ML15261A600). During the meeting, the licensee discussed the two fuel reload design methodology reports to be used as part of the proposed fuel reload design calculations to be performed in-house for Harris and Robinson. The two reports are (1) DPC-NE-2010-A, "Nuclear Physics Methodology for Reload Design," and (2) DPC-NE-2011-P, "Core Operating Limits for Westinghouse Reactors." The licensee stated that both reports have been previously reviewed and approved by the NRC and have been applied at the McGuire Nuclear Station and Catawba Nuclear Station. The DPC-NE-2011-P report proposed LAR will include two methodology changes. The proposed LAR will include applicable technical specification changes for Harris and Robinson. The licensee also discussed the overall series of submittals concerning the licensee's fuel reload design methods and its request of approval date. The NRC staff informed the licensee that given the complexity of the reviews for the planned submittals, precedence has shown that topical reports typically require over a 12-month review schedule. The NRC staff and the licensee discussed each of the above topics, and the licensee indicated that it would consider NRC staff comments in the preparation of the LAR.
