OF FEBRUARY 27, 2018, MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, REGARDING EMERGENCY PLAN EMERGENCY ACTION LEVEL SCHEME CHANGES (L-2017-LRM-0067)
On February 27, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee), at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland. The purpose of the meeting was to discuss the proposed license amendment request regarding emergency plan (EP) emergency action level (EAL) scheme changes for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). Although the meeting notice originally stated the purpose was to discuss EP EAL scheme changes and modifications to the Technical Support Center, the scope changed and this was noted at the beginning of the meeting during Introduction and Objectives. The meeting notice and agenda, dated January 29, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18029A869. A list of attendees is enclosed.
The licensee presented informational slides at the meeting (ADAMS Accession No. ML18060A272). In the third quarter of 2017, the licensee received a non-cited violation for failure to provide complete and accurate information for prior approval of a new EAL scheme (ADAMS Accession No. ML17311A568). The calculation methodology that was used for this license amendment was not in accordance with the license. During the meeting, the licensee discussed the following three different EAL changes and the reason for the changes: a) the loss of fuel clad and potential loss of containment barrier thresholds; b) loss of Reactor Coolant System Barrier thresholds; and c) cold shutdown radiation monitor thresholds. The NRC staff discussed information gaps that have resulted in requests for additional information in other EAL scheme changes license amendment requests as it relates to the areas discussed during the public meeting.
The licensee plans to submit the proposed license amendment request during the first quarter of 2018. The NRC staff will provide an estimate of the review schedule after completing an acceptance review of the licensee's submittal.
No regulatory decisions or commitments were made at the meeting. One member of the public was in attendance and no comments were provided.
